Jesus describes someone attempting to repair an old garment with a patch of new, unshrunk cloth.

Historical and Cultural Context

Clothing was valuable and commonly repaired rather than casually discarded. New cloth could shrink after washing. If attached to older and already weakened material, the resulting tension could pull against the garment and enlarge the original tear.

Why It Matters

The physical behavior of the materials explains the image. Jesus is describing an inappropriate combination that makes the original problem worse rather than repairing it.
