Micah 5:2 promises that from Bethlehem will come one who is "to be ruler in Israel." The prophecy appears against a background of national humiliation and failed leadership, yet it announces that God will provide a new ruler from David's own town. The surrounding verses portray this ruler as shepherding God's people in the strength of the LORD and possessing greatness that extends to the ends of the earth.

Luke 1:32-33 announces that Jesus will receive the throne of His father David and reign over the house of Jacob forever, with a kingdom that will never end. Although Luke does not quote Micah 5:2 in this passage, the correspondence is strong: Micah anticipates a David-associated ruler arising from Bethlehem, while Luke presents Jesus as the everlasting Davidic King. Matthew 2:5-6 makes the identification still more explicit by quoting Micah when the Jewish leaders are asked where the Messiah, the expected ruler, is to be born.
