Psalm 97:9 declares that the LORD is Most High over all the earth and exalted far above all gods. In its original context this is a celebration of God's universal kingship and supremacy, not an explicit prediction of a future messianic ascension.

Acts 1:11 records Jesus' departure into heaven, while Ephesians 1:20-21 describes God raising Christ and seating Him at His right hand far above every rule, authority, power, and dominion. The New Testament therefore portrays Jesus as supremely exalted. The relationship to Psalm 97:9 is theological rather than direct quotation: the exalted status the psalm attributes to the LORD is reflected in the extraordinary heavenly supremacy the New Testament attributes to the risen Christ.
